With over $60 billion in investment commitments secured for the next five years, international financiers and operators are increasingly drawn to Angola’s promising energy prospects. The upcoming Angola Oil & Gas (AOG) 2025 conference, set for September 3-4 in Luanda, underscores the pivotal role oil and gas plays in driving Angola’s development.

Hosted under the theme Angola 50 Years: Oil and Gas as a Development Driver, this year’s AOG event coincides with the country’s independence anniversary, spotlighting the industry’s contribution to economic growth. The conference will delve into policy enhancements, investment opportunities, major developments, and cross-sector potential, offering a platform to unlock long-term growth and high returns. As the premier oil and gas event in Angola, AOG enjoys the full backing of the Ministry of Mineral Resources, Oil and Gas; the National Oil, Gas and Biofuels Agency; the Petroleum Derivatives Regulatory Institute; national oil company Sonangol; and other key stakeholders. Angola’s oil and gas industry stands at a crossroads, balancing efforts to reverse production declines with a push for sustainable growth. A planned 2025 licensing round, paired with a robust 2025-2028 project pipeline, aims to boost output and maximize industry value. Notable projects include the New Gas Consortium’s Quiluma and Maboqueiro fields (2026), Azule Energy’s Agogo Integrated West Hub Development (late-2025), TotalEnergies’ Kaminho Deepwater Development (2028), and the Cabinda Oil Refinery (2025). Additionally, Angola is exploring its frontier basins—Namibe-Benguela, Etosha-Okavango, and Kassanje—with ExxonMobil leading efforts in Namibe and Vietnam’s XTG securing a 2025 deal for Etosha-Okavango. These initiatives promise to enhance economic contributions, foster joint ventures, and drive increased production and value.

By maintaining production above one million barrels per day, Angola positions oil and gas as a foundation for cross-sector development, supporting mining, agriculture, and industry. With ambitions to become a global leader in critical mineral production, achieve 17.5 million carats of diamond output by 2027, and boost fertilizer production for agriculture, the government is fostering synergies across hydrocarbon, mining, and farming sectors. Supporting policies, such as the Incremental Production Decree, incentivize reinvestment in assets, while the anticipated 2025 Gas Master Plan aims to attract investment across the gas value chain, promoting a flexible and investor-friendly environment.
